Expansion of Hawke's Bay Regional Prison at Mangaroa near Hastings. The confirmed phase is two new high-security units adding ~316 beds (design-and-build with Naylor Love signed October 2025, fast-tracked, using a stripped-back 'no-roof' design), taking the prison to ~1,071 beds when operational in early 2027. Corrections is self-funding these units from existing budget and the cost has not been disclosed (~$500m indicative). Further phases have been signalled as part of the national corrections build-out (alongside Waikeria) but are not yet confirmed or funded.
