After a 2024 review and the Feb 2025 turnaround plan, the Government refocused Kāinga Ora as a landlord rather than developer: hundreds of developments (~3,500 homes nationally) were scrapped, surplus land is being sold, ~a third of staff were cut, and state-housing stock is set for no net increase from 2026. Remaining Auckland builds continue at a reduced pace.
